The role of Digital Technologies in Africa

At an event held at the Royal Geographic Society, a diverse panel came together to discuss 21st Century Challenges with respect to digital technology in Africa, approaching the question: can technology offer realistic educational, economic and sustainable opportunities?

The BBC’s Technology Correspondent, Rory Cellan-Jones, chaired the event (as a last minute stand-in for Sir Bob Geldolf!) and he explained his impressions of technology’s impact in Africa. He recollected, “When I was in Mombasa I met some farmers, each of whom had a mobile phone even though they didn’t necessarily have water and power. They spoke about connecting with the rest of the world to sell their crops. On another occasion, from a data centre in Slough [in the United Kingdom], I was shown a screen showing transactions of Kenyan farmers who were transferring money via M-pesa.” M for mobile, pesa is Swahili for money; this is mobile-phone based money transfer service first launched in Kenya. These powerful examples helped to kick off an evening which highlighted the changes technology is provoking in Africa.

One of the speakers was Erik Hersman, Co-Founder of Ushahidi, who describes a spirit of “business ingenuity born of necessity,” when speaking about innovation in Africa. Erik has launched the iHub in Nairobi as a space for innovative software development (where the FrontlineSMS development team operates) and is about to open the doors to the mLab (an incubation space for mobile apps and services).

The default device for Africa is a basic mobile, explained Erik, and “SMS technology is now.” He described how iyam.mobi builds SMS services such as directories; and others can build services off the foundation of this structure. Technology is developing at such a rate that, “If you blink, you'll miss it.” Although basic mobile phones are still the most ubiquitous and thus useful devices in Kenya, there is a predicted 843% mobile internet growth by September 2011 compared to 1 year previous. 60,000 Android-powered IDEOS phones have now been sold in Kenya.

Internet use in general is growing, with Erik pointing to 9 million internet users in Kenya as an example of this. A blog by Steve Song shows  mapping of the exponential growth in undersea internet broadband cables across Africa. Steve’s site - manypossibilities.net-  paints a dramatic picture of the reality of how rapidly this infrastructure is being put into place.

Hubs of technology are emerging across Africa; in big cities such as Lagos, Nairobi and Kampala amongst others, which have proven that critical mass and investment are needed. During his presentation Erik called for more money to be invested in risky start ups to encourage African entrepreneurs to take risks in developing more new solutions. He pointed out the mLab initiative called Pivot 25 which will show us what’s next in the mobile space.  "Progress is never made by the pessimists; even we are too small to see the possibilities."

Other speakers at the event included Nicolas Negroponte, from MIT Media Lab who discussed the ‘One Lap Top per Child’ initiative and Herman Chinery-Hesse, who has been coined the 'Bill Gates of Africa,' and runs leading software developer company SOFTtribe limited and the innovative Black Star Line, which is described as an ecommerce market place like eBay.

All of the discussions at this event demonstrated how technology is creating rapid change, which is more accessible in Africa than some people might expect. Herman explained, “I studied manufacturing and when I came back to live in Ghana, I wanted to set up a factory but didn’t have the money. I had a PC and could write software and then I realised - that was my factory!” He also noted that "We have SMS in the bush, and Internet in the cities. We can innovate around that.”

From a FrontlineSMS perspective the key message of the event was empowerment of local people. Although approaching the issue from a wide variety of perspectives, the speakers were all aware of the ability of technology to empower people, particularly if built using local knowledge.

FrontlineSMS:Radio. Giving Radio Listeners a Voice.

Building on the core FrontlineSMS platform, FrontlineSMS:Radio will optimise the software for community radio stations, helping them to interact dynamically with their listening audiences. An increasing number of stations across the world are already using FrontlineSMS to receive and manage messages on issues such as health, politics and the environment, allowing them to wave ‘hello’ to two-way radio ~/. Now, FrontlineSMS:Radio’s targeted pilots will run alongside research conducted by Cambridge University, allowing us to understand the impact of interaction. Amy O’Donnell has recently joined the FrontlineSMS team and is leading the FrontlineSMS:Radio project. Here she shares her ideas about the power of coupling SMS with radio and her expectations for the project.

“When I spent some time in Mchinji in Malawi, I had to walk for an hour from the village to the boma (town) and pay 200 Kwatcha only to spend an hour clicking ‘refresh’ on a dial up internet connection. In contrast, my telephone signal was mostly fine and alongside the eggs, bread and bottles of pop I could always buy Celltel credit at the small village shop. Most people I met had a mobile and it wasn’t email which people swapped on their business card, but their phone number.

This is exactly why I’m so interested in how common sense technology which utilises existing tools and structures can offer appropriate and simple solutions. With over 5 billion global mobile phone connections and a mobile phone penetration rate of 52% across Africa (Source Wireless Intelligence) , the tools are already in peoples’ hands. FrontlineSMS helps people to manage and organise text messages in their own projects to facilitate communication and interaction with their communities.

Meanwhile, 90% of African households own a radio, and the medium is widely accessible. With an explosion of wind-up radios which negate the need for electricity, farmers can listen while they are in the field, meanwhile drivers can tune into in-car radios. Barriers of illiteracy are mitigated as people don’t need to read significant amounts of text to understand key messages. FrontlineSMS is being used in the context of radio beyond Africa, in countries including Mongolia, Uruguay, Indonesia, Cambodia and Australia.

It is exciting to see how FrontlineSMS:Radio will be used and I can’t wait to see its potential develop. What is your Mobile Message? Sharing ideas via National Geographic

Today, with over 500 million mobile subscribers across Africa alone, and more people around the world owning a phone than not, mobile phones seem to be everywhere,” points out FrontlineSMS founder Ken Banks in the opening post of  our National Geographic  blog series: Mobile Message. There has been a remarkable growth in mobile phone use in recent years, and increasingly mobile phones are being used for innovative social change projects. Last year Ken was awarded the title of National Geographic Emerging Explorer, in recognition of his work in the field of mobile for social change. In December 2010 FrontlineSMS launched our ongoing Mobile Message blog series via National Geographic, to help share exciting stories about the way mobile phones are being used throughout the world to improve, enrich, and empower billions of lives. Here we provide an overview of the diverse range of stories that have been shared in the series so far.

Mobile for development

In his introduction to the Mobile Message series Ken Banks traces the journey of mobile use in international development from 2003, when “he struggled to find much evidence of the revolution that was about to take place,” up to the present day, when mobiles are now being used globally in projects for health, agriculture, conservation and so much more. From his eight years experience in the ‘mobile phones for development’ field, Ken shares his knowledge on “the importance of building appropriate technologies, the importance of local ownership, and the need to focus some of our technology solutions on smaller grassroots users.” It is these principles that shape FrontlineSMS’s work, and these are also the themes that shape our Mobile Message series with National Geographic.

Mobile Technology gives Zimbabweans a Voice

Mobile phones often have the power to circumvent traditional forms of media, in areas where conventional news outlets are controlled or manipulated by the government. This was clearly shown in the second post in our Mobile Message series; entitled Mobile Technology gives Zimbabweans a Voice. In this post Ken Banks interviewed Bev Clark, founder of Zimbabwean civil society NGO Kubatana, and program director of Freedom Fone. Bev discusses how the use of mobile has helped address the challenge of state controlled media in Zimbabwe and “keep people informed, invigorated and inspired.”

Kubatana runs an SMS subscriber system using FrontlineSMS, and they have 14,000 people on their contact list. They use SMS to share news headlines and notifications of events, and also to encourage a two-way dialogue. They ask subscribers to respond with their views and opinions, by posing questions on social justice issues. By doing this, Bev explains, Kubatana is able to “extend the conversation to people living on the margins of access to information.”

Mobile Banking in Afghanistan

The global presence of mobile phones has also encouraged a wealth of mobile banking (m-Banking) and mobile finance, in areas you wouldn’t necessarily expect. Jan Chipchase, Executive Creative Director of Global Insights at Frog Design, tackled the topic of m-Banking in Afghanistan in the third post of our Mobile Message series. Afghanistan is an interesting case, as Jan explains, being “a country challenged by limited access to traditional banking infrastructure and widespread distrust of formal institutions.”

Jan conducted a field study in Afghanistan in 2010, which focused on use of m-Banking services such as M-Paisa. He looked at how “m-Banking has been extended to include bill payment, buying goods and services, and full-fledged savings accounts.” His study “aimed to highlight the sophisticated strategies that the poorest members of societies adopt in managing their limited resources.” Jan drew some interesting points from his research, and concludes his post by stating that “there will come a point when the idea of using mobile phones for banking will be as globally prevalent as credit and debit are in the U.S. today.”

Technology Helps Break Silence Against Violence in Haiti

Mobile technology is clearly used for incredibly diverse purposes. The fourth Mobile Message post looks at how SMS can be used to help break the silence against violence and human rights abuses in post-earthquake Haiti. Aashika Damodar, CEO of Survivors Connect, writes about how her organisation had worked alongside Fondation Espoir, a Haitian nonprofit organization, to establish a text message helpline to report violent crimes in Haiti.

The service, called Ayiti SMS SOS helpline, provides an option for anyone in Haiti to text if they witness or experience an act of violence. A team of trained helpline operators respond to the SMS, and direct people to relevant services needed to help. As Aashika points out “the need for a reporting system is dire. Thousands of displaced people still live in camps with little security or privacy, making them susceptible to threats and abuse.” Using SMS means help is more accessible to many of those who are vulnerable.

FrontlineSMS is used in this project to manage sending and receive messages. Aashika shares details of why this project chose to build their service around text messaging. “SMS is cost effective, discrete and fast, all of which work to the benefit of our target groups.” This summarises why many projects choose to use SMS to support their social change projects.

Supporting Africa's Innovation Generation in Kenya

As well as increased efficiency, advances in technology also encourage innovation. Erik Hersman, co-founder of Ushahidi, wrote the fifth Mobile Message post about iHub (Innovation Hub); a project that brings together Nairobi's entrepreneurs, hackers, designers and investors. He explains how “leapfrogging PCs, Africa's burgeoning generation of mobile tech-savvy entrepreneurs are bursting with ideas and practical inventions, from African apps for smart phones to software solutions that address uniquely local challenges.”

You can feel Erik’s genuine enthusiasm for the many new and exciting ideas emerging: “real-world solutions to problems found by micro-entrepreneurs and everyday Africans... Here, we see ingenuity born of necessity.” The i-Hub provides a communal space for over 2,500 members of the technology community in Kenya's capital city. There are a growing number of “smart, driven and curious technologists with a leaning towards all things mobile” in many major African cities like Nairobi, Accra and Lagos, and Erik makes clear that “it's an exciting place to be, and the future is very bright indeed.”

Mobile Technology Helps Every Person Count

The sixth instalment of Mobile Message comes from Matt Berg, a technology practitioner and researcher in the Modi Research Group at the Earth Institute at Columbia University. Discussing the value of increased accountability and recording capacity provided by technology, Matt looks at how using tech can help “poor or homeless people be counted as individuals with needs and rights - and receive their share of social resources.”

An example shared in the post is that across the Millennium Villages in Africa mobile technology is improving people’s access to social care in a project called ChildCount+. Matt discusses how “community health care workers (CHWs) register pregnant women and children under five using basic mobile phones and text messages... Using these patient registries, CHWs can make sure that all their children are routinely screened for malnutrition and receive their immunizations on time.”

Through a variety examples of work being done in India and in Africa Matt makes the overarching point that the recording systems provided by technology can provide increased access to services for vulnerable people, who can often get left out otherwise. In short, as Matt puts it, “technology is making it increasingly possible to count things, and thereby to make people count.”

Award winning FrontlineSMS

FrontlineSMS continues to be acknowledged for its powerful work in the field of mobile technology for social change. The latest Mobile Message post is an interview with Ken Banks, based on his recent award of the 2011 Antonio Pizzigati Prize for Software in the Public Interest. Ken received the award for creating FrontlineSMS software, which is now used by thousands of non-profit organisations in over 70 countries across the world.

Plan International case study: helping children report abuse in Benin

We're delighted to announce the publication of the first in our series of in-depth case studies of FrontlineSMS implementations, from Plan International, documenting their work in Benin to develop and pilot a Violence Against Children SMS helpline. Linda Raftree, who many of you will know as @meowtree on Twitter, has written extensively about the programme on her blog, but the case study tries to pull out a bit more of the institutional processes and the technical pitfalls they overcame in the process.

About the programme

In early 2009, Plan was working to strengthen both local and national reporting of trafficking and violence in Benin, West Africa. They were looking for a way to lower children’s and community members’ barriers to reporting, including the risk of reprisals and stigma, communications challenges, and access to places where violence could be reported. The Plan team theorised that collecting reports via SMS, which is anonymous and low-cost, would encourage reporting and allow for a better understanding of the nature and the quantity of violence that was happening.

This in turn could be used to raise awareness around the severity of the problem, advocate for the necessary resources to prevent it, and develop better and more targeted response and follow-up mechanisms. The ability to visualise the data on a map could also have an impact on decision makers and might be a tool that children and youth could use to generate dialogue and advocate an end to cultural practices that allow for violence against them.

The case study covers the training and piloting process, combining Ushahidi and FrontlineSMS, results and key learning to date, and some of the challenges they faced - such as finding appropriate modems, and getting people to SMS, rather than calling, the helpline number.

We hope to produce many such case studies, which are aimed at staff looking to implement SMS or FrontlineSMS in their work, but also can be passed on to managers and donors to help them understand the concepts and challenges involved - if you would like to be one of them, get in touch!

SMS used for peacekeeping at Burundi's Elections

The African Great Lakes Initiative (AGLI) strengthens, supports, and promotes peace activities at the grassroots level in the Great Lakes region of Africa (Burundi, Congo, Kenya, Rwanda, Tanzania, and Uganda). Here, in our twenty-ninth guest blog post, AGLI Coordinator, David Zarembka, discusses how FrontlineSMS proved a valuable tool for supporting and coordinating peace building efforts during recent election violence prevention in program in Burundi. AGLI long ago learned that elections, rather than being a time of assessment, change and optimism, can, in the Great Lakes Region of Africa, often be a time of fear, unrest, and violence. Burundi is no exception. A traumatic civil war (1993-2006), instigated in part by the assassination of then president Melchoir Ndadaye, tore Burundian communities apart along “ethnic” lines and traumatized citizens on all sides. Tensions remain high, especially during election times. With this in mind as the 2010 Burundi elections approached, AGLI worked with the Healing and Rebuilding Our Communities (HROC) program in Burundi to develop the Burundi Election Violence Prevention Program.

With a grant from the United States Institute of Peace, the project ran from May 2009 until October 2010 in nine communities across Burundi. The Program involved participatory community workshops to help heal trauma and encourage reconciliation. The 720 workshop participants were then organized into eighteen Democracy and Peace groups, two in each community to serve as the basis for observing the elections and preventing election violence in their local community.

While not part of the original proposal and based in part on the example set by the use of cell phones in Kenya in response to the 2008 post-election violence, staff decided that the program would benefit from taking advantage of recently developed technologies for networking via cell phones. The program staff decided to make use of FrontlineSMS, because it is an open source software program that allows people to send a single text message that is then rebroadcast to other members of a pre-defined set of users. In this case those users were citizen reporters who were part of the Democracy and Peace Groups as well as HROC staff.

Various technical delays and the lack of timely funding meant that the program did not get completely up and running as quickly as we would have liked. One of the challenges was that funding was not available to purchase the phones, and collecting 42 used phones which were donated from the UK and the US was time consuming. In early June 2010 additional funding was secured from Change Agents for Peace, International and used to buy a number of very cheap phones that provided a greater degree of standardization and allowed the inclusion of more participants.

There were 160 citizen reporters who participated in the system. They were organized into nine groups, one for each community, as well as groups for HROC facilitators and staff. Training for the citizen reporters – to explain the basics of how to use the cell phones, how the phones would be used to promote the goals of the project, and how the phones would function with the FrontlineSMS system – were held in each of the nine communities.

The skill level of the participants varied, ranging from people who were already familiar with using phones and sending text messages to people who had never used a phone, were barely literate, and had difficulty seeing the letters on the buttons and pressing the small buttons. Another minor challenge was that the FrontlineSMS system was occasionally overwhelmed with text messages, particularly on Election Day, which occasionally created delays.

Based on the record of the texts that were sent between June 25, 2010 and July 24, 2010, there were 735 text messages received from participants; about 12 messages per day. These were then re-distributed, and the system sent out 7,449 messages; about 124 per day.

The most frequent messages were those reassuring people that things were calm, followed by messages reporting incidents such as grenade attacks on polling stations, arrests, or other concerns. They were also used to share ideas with observers about possible irregularities for which they should be alert.

One particularly interesting series of text messages were explained by a participant during the evaluation interviews:

“On the eve of the presidential elections, everything was very tense, the bars were all closed, and the police were on high alert. Then I heard that three people were arrested that evening who we knew were not actually engaged in illegal activities. I texted [another member of the Democracy and Peace Group,], who agreed to follow up on the case with the police. From there, the two of us communicated by cell phones to coordinate our efforts to speak with various local officials and administrators. Eventually we heard from the Commune administrator that  if one of us came the next morning we would see that they will be released. Later we heard from one of those arrested that one of the police officers was asking him, “Who are you that you have these administrators suddenly concerned about your status?” So it was really our coordination through the SMS network that helped these innocent people be released without harm.”

This indicates the type of coordination that was achieved through the FrontlineSMS network.

Participants suggested that there were in fact good reasons for having the option of text messaging. One advantage they mentioned was the possibility of privacy. For example, if one is witnessing an event first-hand it may not be possible to inform others by a traditional cell-phone call since people in the vicinity might overhear and might misunderstand the reasons why other people are being alerted, putting the observer at risk.

As with other communication tools, while the FrontlineSMS network enhanced the ways people were able to work together, ultimately the effectiveness of the network was a product of more traditional skills and relationships. The ease of communicating, and the ability to do so in a discrete way may have engaged citizens who would not otherwise have played an active role.

The group networks formed were functional and added to the overall program. Participants found the network useful for sharing information and keeping each other up-to-date. In this way the project set an important precedent for how similar networks might be used in the future.

Mountain meets mobile

In the twenty-first in our series of FrontlineSMS guest posts, Laura Hartstone – one of the organisers behind the “3 Peaks 3 Weeks” Challenge – updates us on their recent use of FrontlineSMS to provide daily climbing SMS updates to supporters around the world "Keeping in touch with family and friends while in Africa can be a challenge, and even more so while climbing Africa’s highest peaks. Remarkably, mobile phone connections can be picked up from the tall grass plains of the Serengeti to the tallest summit, Uhuru Point - Mount Kilimanjaro.

Every January a team of a dozen women from all areas of the world unite in East Africa to take on three of Africa's highest peaks. After fundraising the previous year for three "peak" issues affecting Africa - namely health, the environment and education - the teams aim to use their time in Africa as a holiday. Coined the "3 Peaks 3 Weeks Challenge", the team must complete all three mountains (Mount Kilimanjaro, Mount Kenya and Mount Meru) within 21 days.

To stay in touch with family and friends during the climbs in January this year, the 3 Peaks team used FrontlineSMS. With shaky internet connections in town and heavy power rationing in the cities this past year, the base camp computer was strategically placed in the Serengeti. At this location, the use of solar power and battery banks ensured that both internet and electricity were reliable.

The team then chose a phone (with the support of GSM Association) that had a small integrated solar panel to ensure the team could keep it charged while hiking. All that was then needed was a Safaricom SIM card that provided the team with mobile phone connectivity in both Kenya and Tanzania.

Ready to go, with mobile phone in hand, the team set off for Mount Kenya. Family and friends had subscribed to their FrontlineSMS group list and eagerly awaited updates. Luckily for all, along the way the team sent various SMS reports on their status.

Our sun dances are not working yet. The rain persists and snow arrived this morning. All well regardless and en route to summit tonight

All 11 of us just reached the top of Mt Kenya to a magnificent sunrise

Team was greeted by a beautiful sunrise on the summit of Mount Kenya yesterday morning. Have just arrived at Met Station (alt 3050m) and were greeted by some amazing singing by the porters. All doing really well and having a great time. Also a monkey ate our soap

After Mount Kenya the team traveled across the Kenyan border to Tanzania. They had a quick two days of rest and then headed up Mount Meru, a four day climb. Again with their mobile phone in hand, they kept all of their supporters well informed of their status.

Texting you from the summit of mount meru! Yeehaa! All tired and elated

The number of subscribers increased as the team headed for their final peak - Mount Kilimanjaro. And as they climbed higher, the texts got more and more interesting.

Mountain-top texting for charity

In the seventeenth in our series of FrontlineSMS guest posts, Laura Hartstone – one of the organisers behind the "3 Peaks 3 Weeks" Challenge – talks about their plans to use FrontlineSMS to provide daily climbing updates to supporters around the world via SMS The 3 Peaks 3 Weeks Challenge is an annual all-female climbing event which aims to summit three of Africa’s highest peaks in less than three weeks raising money and awareness for the three peak issues currently facing Africa; environment, education, and health.

The challenge is organized in partnership with Save the Rhino International (SRI). They help with event management and logistics as well as collecting and distributing raised funds to the three pre-selected non-profit organisations in Africa.

3 Peaks 3 Weeks provides an opportunity for women around the world to experience the diverse culture and beauty of East Africa while contributing to ongoing development efforts. To date the event has raised over half a million dollars. On January 9th, 2010 the third annual team will take on the challenge. Eleven women from Canada, USA, UK, Australia and Ireland will unite in Africa. The task will be difficult - and their effort, monumental.

Over the past year the team has held events, fundraisers, and walked the streets of their hometowns seeking donations to support grassroots initiatives in East Africa. Even during the current economic hardships, they have managed to raise over $100,000. With passion to help make poverty history, and outstanding commitment to social responsibility, these women are inspiring people around the world.

Taking on the grassroots challenge

Over the past four years FrontlineSMS has taught us a lot, and I write about it frequently (see my recent misconceptions and observations posts). One of the biggest - and most underestimated - challenges is outreach. If you're building a tool for grassroots NGOs, particularly those working on the margins, promoting social mobile tools to them is inherently tricky. Over the past year, and over the past few months in particular, increasing numbers of local, national and international NGOs have begun promoting FrontlineSMS themselves, to their own field offices, partners and NGO friends. This is hugely significant for us, amplifying our own efforts considerably. This short video, courtesy of United Methodist Communications (UMC), shows a handful of delegates at a recent crisis management conference talk briefly about their thoughts on the software.

They may only be a few words, but for us they speak volumes. We took on the grassroots challenge, and it's great to see others joining in to help us.

After all, it doesn't matter how good your mobile solutions are if no-one knows they exist.

SMS registration for Maker Faire Africa

Attendees of next month's Maker Faire Africa will be able to register their attendance by text message, thanks to a clever hack by  Henry Barnor and Henry Addo, two Ghanaian developers. Maker Faire AfricaIn the true spirit of Maker Faire, the two Henry's have built the system using a phone with a Zain SIM card connected to a laptop running FrontlineSMS. When the software receives an SMS it sends the data via HTTP to a python web application running on Google’s App Engine infrastructure, where it's processed and a registration code sent out to the originating handset. It's another great use of the software and kudos goes out to the guys behind it. You can read their full post here.

Maker Faire Africa (MFA), a celebration of African ingenuity, innovation and invention, will take place between August 14th and 16th at the Ghana-India Kofi Annan Centre of Excellence in ICT in Ghana's capital, Accra. Wish I could be there.  :(

Mobiles for media empowerment

Today, all eyes are on the United States with one of the most anticipated Presidential elections in decades. Amidst the excitement lurks the ever-present concern over potential election day chaos, and fears of a repeat of what happened in Florida eight years ago. Once again, mobile technology is also being touted as one way of smoothing election day progress and how it's reported, as it has been in almost every election around the world in recent years. The proposed use of Twitter is perhaps the one key addition in USA'08.

In the coming months three West African countries also go to the polls - Ghana, Guinea and Cote d'Ivoire. Sadly, access to balanced and unbiased election information is often a key problem in these countries. The logistical challenges of running nationwide elections is often compounded by a lack of election-specific knowledge among local media, which can often lead to misreporting, misinformation and - in worse-case scenarios - civil unrest. Availability of ICT tools for local journalists can also be problematic, compounding the problem yet further.

To address some of these challenges, the International Institute for ICT Journalism, in partnership with the Open Society Initiative for West Africa (OSIWA), are embarking on the "West African Elections Information and Knowledge Project".

The project seeks to strengthen the role of the media in election reporting through the training of senior editors, journalists and reporters; developing and disseminating an 'Election Reporting Guide for the Media'; the use of text messaging in election coverage and monitoring with FrontlineSMS; and the creation of a Knowledge Online Portal.

The use of mobile technology in election monitoring may be nothing new, although promoting the use of text messaging specifically as a media enabler represents something of a departure from its usual use by official election monitor groups. The choice of FrontlineSMS is also significant. The software has already been successfully implemented in Nigeria to enable what is widely believed to be Africa's first citizen election monitoring project, and it was used in the last Philippine elections to help organise official monitoring teams around the country. In recent weeks it has also been lined up to help register 135,000 overseas Filipino workers in advance of the upcoming 2010 elections.
